In 2009, Andrew was appointed to the newly-created post of Chief Executive of the Civil Aviation Authority by the then Secretary of State for Transport, Lord Adonis. He joined the CAA after a wide-ranging career in the rail industry. Andrew was the Managing Director of the Rail Division of First Group plc, a £1.5bn turnover profit centre and Britain's largest train operator. He was headhunted to take on this role following a successful turnaround of South West Trains where he was Managing Director from 2000–2005.
