Post financial crisis reform of the EU audit profession - how not to legislate

The EU Audit Regulation and amended Audit Directive of April 2014 were meant to reform the audit profession in a positive way - by increasing auditor independence, increasing competition and enhancing auditor oversight, Michel Barnier argued that these three policy proposals would improve audit quality and open up a concentrated audit market. Was he right?

Jeremy Jennings provides essential insights into the EU legislative process between 2010 and 2014 and suggests that politics is not always the best driver of positive change.

Guest speaker

Jeremy is the founder of Regulatory Solutions, a boutique consulting company which he established in 2017 in Belgium.

Jeremy arrived in Belgium in 1990 and subsequently became the partner in charge of the Arthur Andersen EU Office of Public Affairs, having joined the UK firm in 1979 following their merger with Tansley Witt.

In 2002, Jeremy took his Andersen team into EY in Belgium, subsequently heading up the firm's Regulatory and Public Policy activities across Europe, the Middle East, India and Africa (EMEIA) until his retirement at the end of 2016. From 2003 until 2013, Jeremy was Chairman of the European Contact Group which comprises the senior partners from each of the Big 4, Grant Thornton and BDO to confer on common positions on public policy affecting these firms.

Jeremy was President of the British Chamber of Commerce in Belgium and a member of Council up until 2011 as well as Vice-President of COBCOE, the umbrella organisation for all British Chambers in continental Europe.

Jeremy is the current chair of the local Professional Accountants in Europe member group, organising events for ICAEW members and members of the other CCAB bodies in Belgium.

In May 2018, Jeremy joined the Board of the Community Help Service (CHS) taking over as President in June 2019. The CHS runs a 24/7 Crisis Help Line for english speaking residents living in Belgium and manages a separate Mental Health Services Centre which brings together a team of eighteen psychiatrists and psychologists that manage over 1,000 clients each year.
